Harford County Public Schools recognizes that the current federal government shutdown may create financial challenges for families in our community. Whether you are a federal employee who has been furloughed or laid off, a contractor without work, or a family whose benefits have been affected, support is available. 

Harford County Public Schools has compiled a list of resources to help families access food assistance, financial support, and mental health services during this difficult time. 

Food Assistance 

Families in need of food assistance have multiple options available. Parents can apply for free and reduced-price meals through the National School Lunch Program by clicking here.  

Starting November 1, 2025, the Department of Social Services will operate food pantries at their Bel Air and Havre de Grace offices. For information on food pantries located throughout Harford County, and more information on the support offered by the Department of Social Services, click here. 

With Thanksgiving approaching, multiple organizations throughout Harford County are offering holiday meals. Details about locations, dates, and registration requirements are listed here.

Financial Assistance 

The Maryland Department of Human Services offers Temporary Cash Assistance for families experiencing financial emergencies. This program can help with immediate needs while families work toward longer-term stability. For more information, click here. 

For families struggling with utility bills, the Office of Home Energy Programs (OHEP) provides assistance with heating and cooling costs. Applications can be submitted online. 

The Salvation Army in Havre de Grace also provides emergency assistance and can be reached at 410-939-3535. 

Mental Health and Social Services 

Financial stress can take a toll on mental health and family wellbeing. HCPS has partnered with Care Solace to provide free and confidential mental health care coordination services to all students, staff, and families. Care Solace specialists are available 24 hours a day, 7 days a week, 365 days a year in more than 200 languages.

Additional Resources 

United Way's 211 service connects individuals with community resources throughout Maryland. By calling 211 families can speak with a specialist who can help identify available services. You can also get information by visiting the United Way of Central Maryland’s website
